a.  A Finance Committee:  The Finance Committee shall be composed of voting members of the congregation, the Congregational Treasurer and the bookkeeper.  This committee shall be responsible to the council, as follow:

1. to regularly review all accounts and investments of the congregation and make reports and recommendations to the council regarding such funds.
2. to regularly review all of the congregation's insurance programs and make reports and recommendations to the council regarding these programs.
3. oversee the procedures for the handling of all receipts of the congregation, and make recommendations to the council regarding these procedures.
4. Draft a proposed plan of spending, annually, and present to the congregation Council for recommendation to the congregation at its annual meeting.
